The Draft Budget That Wasn't Supposed to Leave the Board
Three draft PDFs, five board members, one leak last spring. How a condo board secretary added a watermark to a PDF online for free before the packet went out.
9:12 PM on a Monday. Three PDFs sat in Ruth Okafor's outbox: the draft minutes, a draft 2027 budget, and a proposed amendment to the pet policy. The board would vote on all three Thursday. Before she hit send, she wanted to add a watermark to each PDF so nobody could mistake them for final.
Last Spring's Forwarded Spreadsheet
Ruth is the volunteer secretary for a 48-unit condo building. In April, a board member forwarded the draft budget to a neighbor "just for context." The draft had a dues increase of $62 a month. The board later cut it to $38. By then the $62 figure was on the building's group chat, and Ruth spent two weeks answering emails about money nobody was going to charge.
The documents had "Draft" in their file names. Nobody reads file names.
She wanted the word across the page itself. Her laptop came from the hospital where she works scheduling shifts, and she couldn't install software on it. The PDF editor her daughter recommended wanted $19.99 a month after a seven-day trial. For a volunteer job, that was a no.
A Search on the Couch
She typed "add watermark to pdf free no download" into Google with the TV on mute. A cooking show was on, someone folding dough into thirds. The first tool she tried wanted her to create an account and then upload the files to its server. The budget had unit numbers and the names of two owners behind on dues. She closed the tab.
The MyTools watermark page said the files stay in the browser and nothing is uploaded. It didn't ask for an email. She dragged all three PDFs in at once.
Grey, Diagonal, Everywhere
The preview showed page 1 of the minutes with "© Your Name" in red across the middle. Loud. She typed DRAFT · NOT APPROVED · DO NOT FORWARD instead and changed the color to a medium grey.
Her first try sat in the center of the page, one stamp per page. She pictured someone cropping a screenshot of the budget table, which sat in the lower half, and turned on Tile. The phrase repeated across the whole page. She tilted it to 30 degrees and dropped the opacity to 25% so the numbers underneath stayed readable. At 40% the minutes were hard to read. At 15% it looked like a printing smudge.
The budget was the awkward one. The treasurer had exported it in landscape, and Ruth worried the stamp would look tiny on a wider page. The size was set as a percentage of page width, so it scaled with each page. She clicked over to the budget in the file list and the preview looked the same as the minutes, just wider.
She hit Apply watermark. The three files came back in a few seconds, and she grabbed them as one ZIP.
Thursday, 7 PM, Community Room
She opened each file on her phone before sending, scrolling to the last page of the budget to be sure the stamp went all the way through. Fourteen pages, every one marked. The originals were still in her Documents folder, untouched, for when the board approved them.
At the meeting, one board member admitted he had almost forwarded the packet to his wife, who rents a unit two floors down. "Then I saw the giant DO NOT FORWARD," he said. The board approved a $41 increase. Ruth sent the clean version to all 48 units the next morning.
What She Kept from It
What sold her was that the files never went anywhere. She had seen the delinquency list in that budget, and she wasn't sending it to a stranger's server to get a word stamped on it. It was also free, and it worked on a locked-down work laptop because there was nothing to install.
She knows a watermark isn't a lock. Anyone with a PDF editor could take it off. The point was to make an honest mistake impossible, and it did.
Next month she plans to send the board one file instead of three. She'll merge the PDFs first, then stamp them. If the treasurer sends the budget as a .docx again, she'll run it through Word to PDF beforehand. The step-by-step version is in our guide on how to watermark a PDF.
